Constable Council Nedd’s twenty-five years of experience and extensive background include federal investigations and state law enforcement, fugitive retrieval and apprehension, defensive tactics instruction and protective transports. Council is an expert and certified instructor in Crime Prevention Through Environmental Design (CPTED) and is a certified Pennsylvania School Resource Officer instructor. His areas of expertise also include risk assessment and critical infrastructure protection.
Having served in large and diverse settings and cultures (Africa, the Middle East and Eastern Europe) as well as under intense real world situations, Constable Nedd has a unique understanding of how to handle dynamic encounters and bring them to a successful conclusion. In addition, he knows how to avoid potentially dangerous situations and teaches classes in detecting the signs and prevention of violent encounters.
Constable Nedd’s relationships with law enforcement are national in scope and invaluable in nature. Council is currently the national Vice President of the National Constable and Marshals Association, Senior Fellow with the International Center for Law Enforcement Studies, Policy Fellow with the National Center for Public Policy Research, and Chaplain and Regional Director for the Pennsylvania Fraternal Order of Constablesin additiona to being an Active Member of Fraternal Order of Police (FOP) Lodge 176. Constable Nedd is also the lead Diversity and Inclusion Officer for Standing Stone Consulting.
Constable Nedd has always been committed to youth and youth mentoring. Currently Constable Nedd is the Brother Mentor Coordinator for the Penn Eta Chapter of Sigma Phi Epsilon (SigEp) Fraternity where he works to ensure that the undergrads are successful during and after college.
An ordained Anglican priest and bishop, Council also serves as the rector of St. Alban’s Anglican Church in Pine Grove Mills, PA. Constable Nedd is a frequent commentator on national news outlets; his op-eds and commentary are featured in many national publications.
